The Justice Executive Board was formed by Commissioners' Court in 1977 to serve as the oversight body in the area of computerized justice systems.
Duties consist of:
- Define goals and policy for the adminstration of justice in Harris County
- Review and approve business plans to improve the administration of justice
- Define goals and policy for the information management systems supporting the administration of justice in Harris County
- Review and approve technology plans for the Integrated Justice System to ensure that it supports the business goals and priorities for the administration of justice
- Establish policies, standards, and priorities for JIMS and the Integrated Justice program budget as provided by the Commissioners Court
- Recommend to Commissioners Court and exercise management authority over the annual budget for the operation of the Integrated Justice Program, including the operations of JIMS Legacy and the JIMS Department.
- Implement and enforce the requirements contained in the Management and Control Agreement which authorizes participation in state and national criminal justice information systems
- Recommend to Commissioners Court and exercise management authority over the annual budget for capital improvements required for the Integrated Justice system
- Work with the CIO to agree upon roles and responsibilities for the position of the Director of JIMS, contributors in the performance measurements, participates in the interview process and measure the Director of JIMS on progress and successes
- Pursuant to applicable state and federal law or regulation, establish and enforce policies and procedures for access methods, access privileges and security for the Integrated Justice System
To assist the Justice Executive board in the exercise of its responsibilities, the Board shall establish a Justice Management Committee and a Justice Technology Committee.
The Justice Executive Board meets the 3rd Thursday of every month. Meetings are normally held on the 7th floor of the Criminal Justice Center located at 1201 Franklin at 12:15-1:30 p.m.

The Harris County Budget Officer will attend meetings of the Board.
The Harris County Chief Information Officer will attend meetings of the Board.
The chair of the Justice Management Committee will attend meetings of the Board.
The chair of the Justice Technology Committee will attend meetings of the Board.
The Director of Justice Applications will attend meetings of the Board.
