Like the criminal system, the majority of SETCIC data is accessed through the subsystems explained below using the older VSAM file structure. The newer SETCIC subsystems that utilize Model 204 are explained in the section of this manual entitled SETCIC subsystems in Model 204.
Warrants
The SETCIC warrants subsystem allows participating agencies to enter, update, clear, and delete their own warrants, and view warrant information entered by other SETCIC members. This shared system helps law enforcement officers determine if a defendant is wanted by a SETCIC member agency. Unlike TCIC, SETCIC contains open warrant information for class C offenses.
Pawnshop
The SETCIC pawnshop subsystem allows users to enter information and inquire on serial-numbered and non-serial-numbered items pawned or sold in pawnshops. Entries are made from pawn tickets issued by pawnshops under the jurisdiction of SETCIC member agencies. The system allows inquiries by name, serial number, driver's license number, article or gun type and other parameters. All SETCIC users may inquire about pawned items.
Automated NCIC/TCIC Queries
Every person booked into the Harris County jail is automatically checked for outstanding warrants through the National Crime Information Center (NCIC), the Texas Department of Public Safety (DPS), the Texas Crime Information Center (TCIC), and SETCIC. The computer automatically generates inquiries to these different databases, and the only manual functions involve reading the responses and verifying any hits. This system has been very successful since its inception in 1985.
Administrative Messages
Since the mid-1980s, JIMS law enforcement agency users have been receiving, logging and viewing online administrative messages sent by other law enforcement agencies in Texas and outside the state. Technical staff at the Texas DPS assisted in final testing and debugging. A frequent use of the administrative message is to confirm warrants. JIMS users send such a message via transaction WADM. The transaction is also used to request that DPS personnel perform a manual criminal history search when necessary.
