JIMS systems constitute the primary use of the Harris County Central Technology Center (CTC) computer system consisting of an IBM ES9000 mainframe, over 5,700 terminals and 1050 printers. Interconnected departmental personal computer networks and standalone devices, known as the Harris County J-Net, represent over 1000 additional terminal sessions.
JIMS consists of professional information-systems and support personnel, many with over fifteen (15) years of service with the county. The general organization is based upon the area and type of services delivered. Functional areas are controlled by supervisory staff provided with appropriate technical personnel.
Department direction and prioritization of work effort is determined by the end users through representation on the JIMS Executive Board, the JIMS Management Committee, the SETCIC Users' Group, the Gang Related Information Tracking System (GRITS) Committee, and the JIMS Technical Group although the operating budget is approved and authorized by Commissioners' Court.
