The SETCIC Users' Group was established in 1983 to assist JIMS in the original design and implementation of the regional law enforcement system sponsored by Harris County. The Users' Group continues with those and additional activities today. The main SETCIC application supports a shared database of outstanding criminal and traffic warrants accessible by all participating agencies. Other systems include pawn shop ticket tracking and the gang-related information tracking system.

The SETCIC Users Group meets at various member sites.

There are two (2) levels of agency participation in SETCIC:

• Full-service agencies are entitled to place their active criminal warrants on the centralized database for display to all other users who make inquiries. SETCIC policies requires that any agency in contact with a person named on a warrant placed on SETCIC must hold that person for up to eight (8) hours after notifying the originating agency. This effectively makes all personnel accessing SETCIC warrant officers for full-service agencies.
• Inquiry-only agencies may query all SETCIC databases and are required by SETCIC policy to hold persons named on warrants for full-service agencies upon notification of the originating agency.

Both classes of agencies are entitled to use the pawn shop database. The Gang-Related Information Tracking System (GRITS) database and facilities are available upon execution of an additional agreement.
